        The Constitution's checks & balances are a safeguard to guard the people's liberty against government powers. Checks & Balances prevent the unconstrained exercise of power, ensure mechanisms exist for preventing or penalizing unethical behavior. This is a Rule of power & NOT the RULE OF LAW. For that reason the checks & balances are required to ensure that no Branch will be so powerful that it can do whatever it wants to the people & get away with it.
